IE8 is trying to mine your browsing patterns to remind you of sites you might want to go back to, based on what you're currently looking at and what other people look at (Pandora for pages). If I look at a recipe site, I might like a reminder that there's another food site I look at sometimes. In the beta this doesn't always work very well - it doesn't have a lot of my browsing history and frankly it gets the tabs wrong, sometimes to hilarious effect, as in this anti-capitalism protest marked up as being like, well, capitalism...
