When you have an organization where everyone in power listens to truth and makes objectively good decisions, it can be really unclear who runs things. People who are low on the Dunning-Kruger scale have trouble understanding the facts and the process for good decision making, so all they see is a bewildering and chaotic organization without clear lines of accountability. After all, somebody needs to be accountable for the tough decisions. If only they understood that the decisions aren't that tough.
